17 Soft Filtering Skin Tones
To apply this effect I duplicated the background layer first. Then, I clicked on Convert for Smart Filters. After, I added Gaussian Blur. I then added Screen. I then added a layer mask and then clicked the Brush tool. I then clicked the Airbrush thumbnail and set the opacity to 40%. With these settings I painted over the eyes and the mouth to remove the blur from them and make them stand out.

16 Quick Masking To Add A Desired Effect
I first zoomed in to the area I wanted to select. I clicked the Quick Mask mode button. Then I used the brush tool to paint the area I wanted. When the area I wanted was fully covered I clicked on Select and then on Inverse. Finally, I tinted the area and lowered the opacity in a new layer. Quick Masking is more precise and captures the small details.
